Langholtz' Subject: NICHE RESEARCH PROJECT ON UNITED NATIONS PEACEKEEPING OPERATIONS CORRESPONDENCE INSTRUCTION WITHIN NIHE PARTNERSHIPS Dear Dr Mostert With reference to our research on the United Nations Institute for Training and Research (UNITAR) Peacekeeping Operations Correspondence Instruction (POCI) and the White paper of the Director of UNITAR POCI, Prof Harvey J Langholtz, regarding co-operation with the University of South Africa, I reccomend that we register it now as a niche research project within the National Institute Higher Education : Northern Cape (NIHE). MOTIVATION: The Director of NIHE, Dr K Taoli, invited the CUT and UNISA to register this joint research project under one umbrella Higher Education Institution firstly due to our natural co-operation as required by the South African Department of Education (DOE) for a single co-ordinated Higher Education system ( ACT 101) and secondly due to the geographical nearness to the SANDF Army Combat School at Lohatla near Postmansburg where international peacekeeping operations are conducted. THE WAY FORWARD: * To plan a joint meeting between you and Dr Taoli as well as Col PJ De Montfort of the SANDF military base in Kimberley and myself; * Invite the OC of the Army Combat School to form part of the research project; * To register the UNTAR POCI/ NIHE research project with the National Reserach Funds (NRF); * To implement the recommendations of Col PJ De Montfort's doctoral research on Peacekeeping and that of the UNITAR POCI / UNISA's White paper; * To enroll peacekeeping militia; and * Capacity building.
